Ayala Mall Money Changing Shop Robbed of 400T Php
I read in the news today that last Friday around 9 p.m., at the vicinity of the Ayala Food and Entertainment Center in the mall’s first level that 2 employees of X-change Money Changer employees were about to deposit the day's earnings into the cash vault in the upper floor when they were robbed at gun point! The 2 suspects immediately ran outside with the black bag containing the money where 2 motorcycles were waiting.

Politician Rep. Nerissa Soon-Ruiz Disagrees To Stripping The Licenses Of Doctors Involved In Controversial Youtube Rectal Video Scandal VSMMC
She has no business getting involved. If the PRC or the legal system is going to punish wrong doers then let them do their job! She has no business disagreeing. So what if the doctors actually performing the operation were covering their mouths - the fact is they allowed the video-taping to happen and they allowed the indecent behavior to take place inside their operating room, within their jurisdiction, under their supervision! They neglected their duty to guard the privacy and safety of the patient. They should be punished along with everyone else
I do believe this case has been excessively exaggerated and sensationalized but heck that's show business and everybody wants a part of it. Jan-Jan said in his affidavit that the medical team “violated (his) rights to privacy, confidentiality and dignity as a human being.” This is true too. Those medical practitioners have no business being called what they are.

"Survivor" Philippine Style To Be Hosted By Paolo Bediones
Lucky GMA 7 just got the rights to have a "Survivors" television special in the Philippines. This will be hosted by Paolo Bediones - although I doubt anyone else can do it. Maybe though that funny guy Bitoy a.k.a. Michael V. might make it a lot more fun, but I guess everybody wanted the real "Survivor" feel by having Paolo Bediones who already had his share of reality shows in the past (Extra Challenge I think would be a pretty good example)

Cebuano Craftsmanship Brings To Life A 70-Meter Ferry For Scotland!
The Aboitiz-owned FBMA Marine Inc. in Balamban has completed a 70-meter car and passenger ferry for Pentland Ferries of United Kingdom dubbed the "Pentalina." The ferry, which is of catamaran type with steel hulls, will reportedly be used in northern Scotland according to Sunstar
Delivery of the Pentalina is scheduled in the next six to seven weeks, when it will set sail from the Philippines to Scotland for 28 to 34 days, its value estimated at $10 million to $15 million with service speed of 15 knots and can accommodate up to 350 passengers, nine trucks and 58 cars.
During the ship’s launching yesterday at the FBMA shipyard, Andrew Banks, owner of Pentland Ferries, described Pentalina as the “first of its kind in Scotland.”

Doctors And Nurses Involved In Youtube Video Scandal Of A Guy Who Had A Canister Up His A*s
The Department of Health (DOH) finally named on Tuesday three doctors, a nurse, and a nursing attendant involved in the January 3 surgery of a florist at the Vicente Sotto Memorial Medical Center (VSMMC) according to Sunstar
The procedure to remove a body spray canister from the 39-year-old patient's rectum was captured on camera and uploaded to YouTube, a video-sharing site. I found a post about it here entitled The Vicente Sotto Hospital Scandal - Body Spray Is Surgically Removed From A Man's Anus. Most of the videos have been taken down now
DOH Secretary Francisco Duque identified the doctors and nurses as Dr. Philips Leo Arias, head surgeon; Dr. Angelo Alinawagan, assistant surgeon; Dr. Max Joseph Montecillo, who is assigned to an adjacent operating room; nursing attendant Rosemarie Villareal; and circulating nurse Carmina Sapio.
In a press conference on Tuesday morning, Duque clarified that formal charges have not yet been filed against the doctors and nurses.
He said his office still has to send a show-cause letter, asking them to explain why they should not be charged.
In four to five days, a DOH central office lawyer will personally hand the letter to the five personnel through the VSMMC administration.
Their answers to the letter will be evaluated, while a formal investigation will be done jointly by the hospital and the DOH.
The investigation will include assessment of the gravity of offenses committed and the corresponding sanctions, before formal administrative charges can be filed.
Duque, however, said they still have to identify the person who posted the video clip on YouTube.
The video shows more than 10 people in an operating room shouting, giggling, and jeering, especially after the canister was removed.
One of the medical staff even opened the canister and sprayed it around.
The video also captured several individuals taking footage of the operation using cellular phones.
The patient, who wanted to be identified only as Jan-Jan, was unconscious all that time.
The controversy started when the video was uploaded to YouTube, reportedly by a nursing student, and shared through mobile phones, prompting the VSMMC to investigate.
The hospital's fact-finding committee found just three doctors and a nurse as the ones involved.
It recommended that an administrative complaint be filed against them for possible violation of provisions of Republic Act (RA) 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.
The hospital also issued a "stern warning" to one doctor and three nurses and advised them to be more cautious in performing their duties as supervisors.
The DOH in Central Visayas, which conducted its own inquiry, likewise pointed at the three doctors and the nurse as the ones who should be investigated.
It sent a copy of its own report to Duque last Monday.
But in an ANC report, Duque told a press conference that another nurse was involved. He said more than 10 people were actually in the operating room, including students, consultants and trainees.
He said the names of the others might be added to the list of who should be charged after the preliminary investigation, which may take a month to complete.
While he considered the case as isolated and commended the medical team for a successful and well-performed operation, he said the DOH will not tolerate their behavior.
"It could have been a very good and ideal case for people who would like to learn alternative procedures. It could have been a commendable operation but the plus factor was lost because of the issue," he said.
He pointed out the violations: not confining the room to the medical team involved; not prohibiting the use of cellular phones while an operation was ongoing; taking footage without the patient's consent; and lack of respect for the patient, as manifested by the jeering, laughing, and cheering captured by the video.
"Obviously there was a bridge of protocol," Duque said.
Duque added that the head surgeon, being the "captain of the ship," should have ensured that protocol was followed.
He said the DOH can only file administrative complaints and impose sanctions ranging from suspension to dismissal from government service.
Criminal complaints can be filed before the Office of the Ombudsman, he added, while the Professional Regulation Commission can look into the matter once the agency receives the complaint.
The PRC can reprimand those involved or even suspend or revoke their licenses.
"There is no whitewash (in our fact-finding). There is no such thing in our vocabulary. The patient should not worry. We will make sure that necessary penalties or sanctions are meted (out). But we have to understand that (the five medical staff) are presumed innocent until proven guilty, and not the other way around," Duque said in a radio dyLA interview.
He also requested that the competence and credibility of the attending medical team should not be confused with the "insensitive" behavior committed during the operation.
Dr. Jucel Ann Jumao-as, Philippine Nurses Association (PNA) Cebu chapter public relations officer, agreed with Duque and urged the public to look at both sides of the story.
"The doctors and nurses did good in the operation and in past operations. The call for revocation of their licenses is too much, as their licenses are what feed their families. While an operation should not be treated as a circus, we should also look at the circumstances on how and why the patient got into that situation," she said.
Apart from the DOH's preliminary investigation, the House of Representatives' committees on professional regulation and civil, political, and human rights were also asked to conduct a joint inquiry, in aid of legislation.
Akbayan party-list Representative Risa Baraquel, deputy minority floor leader, submitted a resolution asking for an inquiry yesterday afternoon, and it was approved.
"The condemnable conduct of the doctors, nurses, interns, and medical attendants involved in the incident displayed a blatant disregard for human dignity and human rights," she said.
Baraquel also asked that Congress exercise its oversight and legislative powers "to contribute to the efforts to stop the burden of oppression and stigma carried by the lesbian, gay, bisexual, and transgender community."
She believes that the incident required legislative intervention "to imbibe and deepen the principles of human rights and human dignity among medical professionals, nurses, and nursing students."
Sun.Star Cebu tried but failed to get a reaction from Dr. Gerardo Aquino, VSMMC chief, who was reportedly attending to a family emergency.
A lawyer, who said he represented the nurses and doctors, said his clients will call for a press conference anytime soon to answer the issues raised against them.
A woman, who identified herself as mother of Dr. Arias, also called Sun.Star Cebu and said her 29-year-old son is willing to answer the charges when the case is brought to court.
She said they have three lawyers handling the matter.
She also told radio dyLA that Arias was innocent and not "demoralized" by the incident.
She admitted, though, that the family is hurt and worried why the son she raised well is accused of misconduct. She called it unfair for her son to be included since there were consultants supervising the operation.
The woman also appealed to members of the media, especially radio commentators, not to make conclusions about her son's capacity as a doctor just because of the incident.
Dr. Arias, she said, is generous, attending to calls even at night and giving out free medicines.
Dr. Arias, who got married just last year, spent three years as a VSMMC resident doctor after graduating from a reputable Cebu City university.
Meanwhile, Jan-Jan, a Basak Pardo, Cebu City resident, is "happy" that the identities of the doctors and nurses are now made public as it would not just strengthen his complaint but also hasten its resolution.
"Jan-Jan is grateful for the way the doctors and nurses saved his life by taking the canister out. But he is not appreciative of the way they behaved," said Barangay Captain Dave Tumulak, who is helping him.
Jan-Jan's camp is pursuing civil action for damages against the doctors and nurses this week, and will file a separate complaint with the PRC.

The "Rice Crisis" In The Philippines
I don't care what the media is saying or what the government is saying. What I know is that the price for rice has sky-rocket beyond reason and people are starving. There is clearly something wrong but no one wants to admit it.
At a press briefing Friday, Agriculture Secretary Arthur Yap quoted M. Syeduzzaman, chair of BOC Bangladesh Ltd., Bangladesh Rice Foundation, as saying that "global rice prices will not abate within the next 18 to 24 months." according to an Inquirer article
Yap pointed out that "we're grappling [with] the same situation." He said it was the "common consensus" of International Rice Research Institute (IRRI) board members that "we're looking at firm prices within the next 18 to 24 months."
But he declined to say whether prices would firm up to current levels or would further increase within the period. He said it would be speculative on his part to give "price forecasts."
"We don't have a food crisis but, rather, a rice price crisis," Yap said. "All of us are looking for innovative solutions in our countries--how to address not only the issue of supply but also the issue of prices, how to [ensure] that poor families can eat."
Yap quoted IRRI director general Robert Zeigler as saying that "in no way should farmers be blamed for the current rice situation."
"What we want to do is encourage Filipino farmers to produce more, and you don't do that by imposing an artificial pricing mechanism to control their profit. You have to give them a signal that it pays to produce food," Zeigler said.
5 critical reasons
Yap ticked off five critical reasons behind the current rice situation:
- A supply largely affected by an increased demand resulting from rising population.
- Climate change.
- Booming demand for biofuels.
- Continuous conversion of agricultural lands to non-agriculture use.
- Neglect of irrigation facilities.
"But there are solutions, and we can move forward from where we are today," he said.
Yap said the Philippines, through the IRRI, had called international donors to a meeting to hammer out solutions addressing production and factors affecting production.
6 key issues
He said the meeting should include developed and developing countries and focus on increased collaboration to deal with the problems facing rice production and the need for increased food aid in the interim.
Prof. Elizabeth Woods, the newly appointed chair of the IRRI board of trustees, said the problems related to rice production and supply in Asia over the past year were "cause for serious concern, but not for panic."
"IRRI and its partners solved similar rice production problems in Asia in the 1960s and '70s, and we can do it again. What we need is the committed support of donors and policymakers, as well as better awareness among the media and general public of the problems we face," Woods said.
Six key issues are seen as vital to increasing production in Asia, which is needed to ease the sharp rise in rice prices across the region, "causing uncertainty and concern."
These are: an agronomic revolution in Asian rice production to reduce existing yield gaps; acceleration in the delivery of new postharvest technologies, in the introduction of higher-yielding rice varieties, and in research on rice varieties; strengthening and upgrading of rice breeding and research pipelines; and developing a new generation of rice scientists.
Meanwhile, Yap announced that the Philippines had procured some 70,000 metric tons of rice under the GSM 100 credit export guarantee program through a tender conducted in the United States on April 8.
No need for panic-buying
"We will continue to bid until we get the desired volume. We dropped the bids for the remaining 30,000 MT because they were too expensive, at some $1,000 a metric ton," he said.
In Manila, Cagayan de Oro Archbishop Antonio Ledesma said there was a sufficient rice supply and the public did not have to resort to panic-buying.
Ledesma, who chairs the National Rural Congress Committee, told the Philippine Daily Inquirer that the appeal against panic-buying rice had the same moral basis as the earlier call of the Catholic Bishops' Conference of the Philippines for rice traders not to hoard their goods.
Like Yap, Ledesma said what was happening was more a "rice price crisis" than a "rice crisis," where a number of factors--including fuel price increases, climate change, natural disasters, and the dry season--contributed to the sudden exorbitant increase in the costs of the primary staple.
Should the panic-buying continue, the CBCP's permanent council is to convene in May to issue a statement making a similar call, he said.
Ledesma called on consumers to buy enough rice for their family and on households to "follow their normal budgeting."
Partnership with DA
"This is also the reason the Bigasan ng Parokya has identified recipients of NFA (National Food Authority) rice and has limited the sale of the rice to three kilograms per buyer," he said.
In a press conference Friday at the CBCP head office in Intramuros, Manila, Manila Auxiliary Bishop Broderick Pabillo said the NFA rice distribution arrangement with the Department of Agriculture (DA) was only for the duration of the "crisis."
Pabillo, who chairs the CBCP's National Secretariat for Social Action (Nassa), said the partnership with the DA had been going on for two to three years. However, he said, the supply of NFA rice given to the Nassa network was limited, and not all of the targeted beneficiaries, the poorest of the poor in the communities, had been able to avail themselves of the staple.
Not permanent
He said the DA's recent tapping of the Nassa network was intended to strengthen the continuing Church project.
"This [arrangement with the DA) should not be permanent," Pabillo said, pointing out that the Church had no capability in terms of human resources and expertise to become the permanent distributor of NFA rice.
He stressed that the agreement with the DA only tapped the Nassa to ensure that NFA rice was distributed to some 300 to 500 poorest of the poor in different communities, starting in Metro Manila.
Pabillo also said the dioceses would come up with a list of recipients who had previously been surveyed and certified to be among the poorest in the communities.
He said Caritas Manila would be implementing the project.
Japanese Tourist Deported For Hitting Cebu Governor's Daughter
My question here is that would it have made a difference if the Japanese tourist hit someone else? I think it would have. Another question would be, what's the big deal? So she got hit? Why can't we all just say "I'm sorry" let's move on with our lives instead of making a big deal? The airport is a stressful place and I'm sure everyone was a little on the edge after a long flight, but this is just ridiculous!

Whether for business or pleasure, a Japanese tourist who allegedly hit a Filipino politician's daughter at the airport may no longer return to Manila, an immigration official said Wednesday.
Isao Tanaka, 65, was expected to be deported through summary proceedings and placed on the Philippines' immigration blacklist for allegedly hitting Maria Esperanza Cristina Garcia-Codilla, daughter of Cebu Governor Gwen Garcia, past 11 a.m. Tuesday.
“He will be deported immediately for being an undesirable tourist. Most likely, since he'll be deported, he'll be placed on our blacklist and he won't be able to return here,” said Ferdinand Sampol, immigration chief at the Ninoy Aquino International Airport (NAIA).
Tanaka, currently detained in an immigration holding cell at Camp Bagong Diwa in Taguig City, was accosted by airport authorities before noon Tuesday on Codilla's complaint that the Japanese punched her in the back while they waited to retrieve baggage at the NAIA Centennial Terminal's domestic wing.
Both had just arrived from Cebu via Philippine Airlines flight PR 848 and were standing by the baggage conveyor when Tanaka allegedly blew up at Codilla for putting her push cart by the machine, airport police said.
Codilla then suddenly felt a fist to her back. A fellow passenger attested to Codilla's narration and told police that Tanaka indeed hit the 26-year-old woman.
“The complainant was ‘shocked’ by of the incident then asked why the Japanese punched her. The Japanese then told her: ‘You can just punch me back,’” the NAIA police said in a report.
Codilla then alerted police, who took Tanaka to the police detachment for questioning, then seized his passport.
On orders of the Immigration headquarters, Tanaka was detained while awaiting deportation proceedings. He also faces separate charges of slight physical injuries.
Cebu Pacific Now To Fly To Vietnam 4 Times A Week
Philippines based airline Cebu Pacific has reported that it has inaugurated new flights to Hanoi, Vietnam according to Red Orbit
Cebu Pacific's Manila-Hanoi A319 service is offered three times weekly on Tuesday, Thursday and Sunday. The company has also announced that it will also start flying to Ho Chi Minh City, Vietnam. This service is scheduled to operate every Monday, Wednesday, Friday and Saturday.
Candice Iyog, spokesperson at Cebu Pacific, said: "We are very happy to start our operations to Vietnam because of the many attractive sites Hanoi and Ho Chi Minh have to offer."
